Derby Road is an unadopted (or privately maintained) road. In the past, Reading Borough Council have identified the road as ‘prospectively maintainable’, but at present show no signs of wishing to adopt it. As a result, the maintenance of the road currently falls to its residents.
The road is 526 metres long and varies in width (approximately 6.5 metres) with grass verges, gravel paths and no pavements. Its edge boundaries are defined with a mixture of granite sett edging and grass verges at private boundaries. The last major resurfacing occurred in 2015.
The Derby Road Fund Association (DRFA) encompasses Derby Road and its offshoot roads/developments: Queen Anne’s School, Mander Court, Field View, Moss Close, Michaels Chase, Ellesmere Close, Greycoat Court, Fry Court, Maple House, Derby Villas, Cadogan Place, Lansdowne House and Appleby House.
The DRFA is managed by a small number of residents who give their time on a voluntary basis and are committed to ensuring that the Fund’s primary aims are met, as set out in the Constitution, which was agreed on 26th June 2021. This is the governance framework that holds all Committee members, as guardians of the Fund, accountable to the Derby Road community for how the Fund is spent. As an ‘Unincorporated Association’, individual members of the Committee are personally responsible for any debts and contractual obligations, which require us to discharge our responsibilities legally.
The DRFA oversees the following responsibilities as set out in the Constitution that was approved by residents in 2021:
To ensure that regular maintenance is carried out in a planned and cost-effective way to preserve the surface of Derby Road in a safe, economic and environmentally sustainable manner.
To top dress Derby Road as and when required and to ensure the quality of the road surface is maintained as far as is practicable and lawful.
To ensure that regular maintenance is carried out in a timely and cost-effective manner to preserve: a. the signage, gates and walls at the Peppard Road end of Derby Road; b. the streetlights, lamp posts, drains (soakaways) and kerbs.
To collect voluntary contributions from residents in order to pay for the responsibilities listed above and to undertake all lawful acts in relation to these objectives.
